Even before the tragic events of September 11th, Todd had a strong Facility Security Plan in place that was
approved by the Captain of the Port of Puget Sound. Immediately following the attacks, Todd instituted
extensive new measures to enhance the security of our forty-six acre Harbor Island facility, our employees,
and that of our customers' crews and vessels while in dry dock or alongside our piers.
All vessels at Todd are protected 24 x 7 by improved fencing, enhanced interior and perimeter lighting, camera
surveillance and monitoring. Additional measures include 100% badge ID check of ALL persons entering the yard,
training of security personnel, employee security awareness training, and an improved and more comprehensive
Facility Security Plan.
When naval vessels are present, additional security measures are taken. These vary according to the needs of the
vessel and the nationwide security level in effect at the time. Every effort is made to affect heightened
security with minimal interference with the needs of non-Navy customers, while achieving the necessary levels of
protection for these national assets and their crews.
The following security information outlines some of these security measures, which are both consistent and
compliant with the Maritime Transportation Safety Act (MTSA), 33CFR of the Code of Federal Regulations and represent
our commitment to maintaining a safe and secure environment for our employees, customers and visitors to our facility.
SEATTLE YARD
Access Requirements
- All persons entering the facility must have in their possession valid photo identification
issued from a government agency, i.e. driver's license, passport, etc.
- All persons who do not possess a Company issued identification badge must process through
the Security Office during normal business hours or the Main gate during the off hours.
- Customers must provide the security office with a listing of all personnel authorized to
visit the vessel or project offices. These lists include company staff, crewmembers,
subcontractors, vendors and visitors. No access to the facility, vessel or project office is
allowed for persons not listed until verification of authorization is received from
project personnel.
- All persons entering or leaving the facility are subject inspection of their carry items (handbags,
lunchboxes, etc.) and/or vehicles by security personnel.
- Weapons, illegal drugs and contraband are prohibited at this facility.
- Cameras and/or camera capable electronic equipment (e.g., cell phones with photo-taking capabilities) are
prohibited without authorization. Upon approval by the Security Office, a camera pass may be issued.
Badges
All persons accessing the facility are issued a badge which must be worn above the waist so
it is clearly visible. Badges are issued either on a daily basis, for the duration of a specific
project or on a long term basis, depending on the project requirements and situation. The Todd security
office is responsible for the issuance, monitoring, replacement and renewal of all badges.
Security Changes
The security posture of Todd Pacific Shipyards is directly related to the MARSEC LEVEL guidance issued
by the U.S. Coast Guard under the direction of the Captain of the Port, Puget Sound Region and the Force
Protection Measures required by the appropriate Navy commands. The Todd Pacific Shipyards security level
designation guidance, specifying the current security level and corresponding elements, is posted in the
Security Office and at the Main Gate. The access and badging requirements described in this writing
represent our normal security operating procedure.
PSNS BREMERTON AND NAVAL STATION EVERETT
As a result of increased security concerns and a reorganization of the structure within
the northwest regional security operations at Bremerton and Everett, changes have been implemented
to the access control procedures at these locations. Requests for access to these facilities are
generated by the Todd security office staff and forwarded to Code 400 (formerly Supship) for
perusal and validation. Once approved, the request is forwarded to the appropriate visitor control
center where the badges are ultimately issued. The clearance processing time is now five (5) working
days.
Personnel reporting for badges at these facilities must be U.S. citizens and are required to
present photo identification as well as valid proof of citizenship which includes an original/certified
birth certificate, valid U.S. Passport or Certificate of Naturalization.

Rules Compliance
Personnel are expected to follow and comply with all applicable rules and regulations as implemented by the
facility being visited. This shall include: the proper use and display of issued badges, adherence to
restrictions and limitations on activity and behavior and compliance to general security/safety issues.
